Purpose:
The purpose of this Act is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study.

Perkins V Guidance: Collecting Postsecondary Retention and Placement Information - Historically, rates reported to NYSED for Perkins V Core Indicator 1P1 have been low and do not seem to be indicative of true postsecondary retention and placement rates. To ensure data is being reported correctly this guidance document has been created to provide information on best practices and methods for collecting data required for Core Indicator 1P1.

Perkins V Comprehensive Local Needs Assessment Guidance Document - This document provides suggestions and information for how institutions can complete the Comprehensive Local Needs Assessment (CLNA) process based on interviews conducted with several colleges which have previously completed CLNAs.
Resources for Stakeholder Recruitment - Prior to preparing Applications for the Perkins V Grant, each institution will need to conduct a thorough Comprehensive Local Needs Assessment (CLNA) that includes identifying and reaching out to representatives of special populations. These special populations include individuals with disabilities, individuals who are economically disadvantaged, homeless individuals, youth who have aged out of the foster care system, youth with a parent who is a member of the armed forces, and Native American youth. This guide provides resources to assist college administrators with their efforts to identify and recruit special populations representatives. Where possible, it provides information about the groups, including descriptions of the programs and outreach they provide.
CLNA FAQ - This resource provides answers to common questions regarding the CLNA based on interviews conducted with several colleges which have previously completed CLNAs. The FAQ was created by Brockport Research Institute and does not constitute official NYSED guidance.
